admin account still not fixed

I logged into Safe Mode, but when I try to create an account, it just simply won't make one. I type in my user name, then i click create account, and it goes back to where I can click create a new account. Only the guest account is listed at the top of this screen. I click on guest. When I click change account type, it tells me Windows Explorer has stopped working. Wonderful.

No, because I cannot log in. All I have is Administrator to login through, and I have no password for that.
